Chancen und Auswirkungen einer CO²-Lenkungsabgabe auf Treibstoffe

Eine CO2-Lenkungsabgabe auf Treibstoffe ist ein marktwirtschaftliches Politikinstrument zur Minderung der CO2-Emissionen. Sie stärkt das Verursacherprinzip im Hinblick auf die Kosten durch Umweltauswirkungen des Verkehrs. Sie ist volkswirtschaftlich sinnvoll, da die Massnahmen vorzugsweise dort ergriffen werden, wo sie am günstigsten sind. Und sie ist im Falle einer Rückerstattung der Einnahmen an die Bevölkerung auch sozialverträglich: Die untersten Einkommensschichten werden nicht zusätzlich belastet, sondern sie profitieren zum Teil sogar davon.
